A PhD Thesis Proposal Review (TPR) on removing barriers that inhibit Indigenous Data Sovereignty.

Abstract

Indigenous Data Sovereignty (IDSOV) is defined broadly as Indigenous Peoples' inherent right over the collection, ownership and application of their data about peoples, lands, and resources as supported by the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) (Kukutai & Taylor, 2016; Lovett et al., 2020; Snipp, 2016; Walter, 2019). UNDRIP suggests that adherence to these rights will support and foster Indigenous self-governance and self-determination (United Nations, 2023). The Australian Indigenous academic community, led by the Maiam nayri Wingara Indigenous Data Sovereignty Collective, regularly engages with domestic and international IDSOV networks. It seeks an opportunity to develop an IDSOV-compliant framework underpinned by Indigenous Data Governance (IDGOV) and guided by IDSOV principles to operate with the Australian Public Service’s data-sharing framework. This research will assist with removing barriers to IDSOV implementation, strengthening safeguards for Indigenous data, and obtaining beneficial outcomes for Aboriginal and Torres Strait Islander Peoples.

Speaker Biography

Tim Holt is a Sir Roland Wilson Pat Turner Scholar. He is undertaking a PhD in the National Centre for Aboriginal and Torres Strait Islander Wellbeing Research at the ANU. He has spent the past 14 years working in the APS in various roles across several agencies. Before being selected for a Sir Roland Wilson Pat Turner scholarship, Tim was a Director at the Department of Finance. He holds a Bachelor of Business Administration from the College of Business and Economics at ANU and was awarded the Brian Brogan Prize in 2015.
